Monsignor Quinn was raised on the West Side of Chicago, attended Resurrection School in Chicago before entering Quigley Preparatory Seminary. He was ordained in 1941 and then became assistant pastor at St. Gall Parish in Chicago.
In 1946, he was named chaplain to the Catholic Action Federation, which was comprised of the Young Christian Workers, the Young Christian Students and the Christian Family Movement. He served the association for 14 years until 1960, and was named director of the U.S. Bishops Committee for Migrant Workers.
In 1967, he was named pastor of St. Eulalia Church in Maywood, where he served until his retirement in 1986. Monsignor Quinn died in 2004, at the age of 89. His legacy lives on through the daily resources and opportunities that the Quinn Community Center provides to the Maywood and outlying communities.
